What's a picnic without the food? Bring along items that you both like with a variety of flavours, and be sure that it will travel well. Keep in mind that romantic picnic food should be a light meal - pigging out on a four-course meal is not very romantic!
Sandwiches are a picnic staple. They are easy to make and easy to transport. A romantic idea would be to make your sandwich recipe on a heart-shaped sturdy bread - simply cut the heart shape out of bread before assembling your sandwich.
Strawberries (or other fruit) dipped in chocolate is a classic romantic food - very sensuous to feed each other, and very simple to make. There are many other finger foods that are easy to prepare and fun to pop into each other's mouths. Hummus with pita wedges, crackers and cheese, fruit or vegetable pieces (perhaps with a dip) all make great choices.
As for beverages ... wine is, of course, a great choice. (Please check ahead if heading to your local park, many public parks do not allow alchohol.) Other great choices are non-alcholic wine beverages or sparkling water with a wedge of lime. If you are having a romantic picnic on a cooler day, try a thermos of hot chocolate or other hot drink.
